Rare earth resources in China can be classified as north and south. In northern part, there is mainly light rare earth and there is mainly heavy rare earth in southern part. Light rare earth mines include fluorin-carbon-cerium mines in Baotou Baiyun Ebo, Sichuan Mianning, and Shandong Weishan, among
which the reserves of Baotou Baiyun Ebo owned by Baotou Steel Corporation (the controlling shareholder of Rare Earth Hi-tech) account for 80% of the total reserves in China. Heavy rare earth mines mainly include rare earth ion mines in Jiangxi, Guangdong, Fujian, Guangxi and Yunnan, withindustrial
reserves of 1.6 million tons and forward reserves of 6.4 million tons. However, because of the disordered exploitation in last decade, rare earth ion mines in southern part were destroyed heavily and industrial reserves reduced rapidly. So it is supposed to be protected.

In order to strengthen macro-control and improve industry management, National Development and Reform Committee decided that from 2007 the production of rare earth mineral products and smelt and separation should be consistent with mandatory plan of government, which is an important measure of the government to control overall production of rare earth. Rare earth office of NDRC held the working meeting of rare earth production plan for 2007 in Baogang Hotel in Nov. 30th 2006, which made an illustration of the draft of construction plan and gave detailed requirement for related regions and rare earth industry.
On Sep 14th 2006, Ministry of Finance, National Development and Reform Committee and Ministry of Commerce jointly published the Circular of the Ministry of Finance, the National Development and Reform Commission, the Ministry of Commerce, the General Administration of Customs, the State Administration of Taxation of the People's Republic of China, on Adjusting the Tax Refund Rate of Some Export Commodities and Supplementing the Catalogue of Prohibited Commodities in Processing Trade (Cai Shui [2006] No. 139). On Nov 1st, announcement on the Ministry of Commerce, the General Administration of Customs, the State Administration of Environmental Protection on announcing the Catalogue of Prohibited Commodities in Processing Trade [2006] No. 82, which listed 41 rare earth metal, alloy, oxide and salt products as the prohibited commodities in processing trade.
On Oct 27th 2006, the Customs Tariff Commission of the State announced the Circular on Adjusting Provisional Import and Export Tax Rate of a Part of Commodities, which states that since Nov 1st 2006 the state will impose export tax on 110 commodities with temporary tax rate. The temporary tax rate for rare earth metal minerals and compounds is 10%.

During January and December in 2006, as Chinese relevant departments continued to reinforce supervision on exploiting rare-earth ore, total output of ore concentrate both in the north and south has been taken under control and supply of rare-earth ore concentrate in all parts of China has fell short of demand. Except Baotou mine, price of rare-earth ore concentrate in Sichuan and Jiangxi has increased greatly. In 2006 Baotou Iron & Steel Co., Ltd continued to take strict control on total output of rare-earth ore concentrate; meanwhile, to stabilize the market, price of Baotou rare-earth ore concentrate (REO¡Ý50%) maintained at 2500-3800 RMB/ton without increase. However, since July supply has become in shortage and only some enterprises can be supplied. Price of Sichuan rare-earth ore concentrate has also increased to 6300-6400 RMB/ton from 3700-3800 RMB/ton at the beginning of 2006. Price of Jiangxi medium-yttrium and rich-europium ore has climbed to 75000-76000 RMB/ton at the end of the year from 37500-38500 RMB/ton at the beginning of 2006, increasing by 30000 RMB/ton. Supply of the ore is in tension and spot goods are always unavailable. Like Jiangxi rare-earth ore concentrate, price of Guangdong rare-earth ore concentrate (REO¡Ý92%) in 2006 also increased a lot and has climbed to 77500-79500 RMB/ton since December.
